Ranked is temporarily restricted
PUBG Developers have shut down the ranked servers due to temporary issues with this game mode.
[PC] The team is actively investigating an issue which causes server stability issues to occur when players board the plane.

Ranked Mode will be temporarily closed until the issue is resolved.
Yet another server maintenance is scheduled tonight. It seems the game developers will have to fix some major bugs, including this one. As for the time of the article, it's already over 6 hours past the official announcement.
